Size chart is way off but cute pants

I found these to run extremely large. I ordered a size 2 based off of the size chart. My waist is 26” which is between a 2 and 4 according to the chart. When I got them and put them on, there was easily about 3-4 inches of loose material. It looked like I was wearing my dad’s pants as a joke. The length is also something that, for whatever reason, not many companies provide. I know these are labeled “ankle” but that could mean completely different things. I didn’t measure them before I returned them but I bet these are about 28-29” inseam.
I exchanged them for a size 0 so fingers crossed that those work because the pants themselves look very nice. However based on how large the size 2 was, I’m not super confident.
